A neighbor sees a cat sitting on your colony's feeding station and decides she's lost. Or a new property manager calls animal control about "strays." Or a well-meaning stranger scoops up a friendly tabby and drives her to the shelter to "do the right thing." However it happens, a cat you trapped, fixed, and returned two years ago is now sitting in a stainless cage across town, logged as an unowned feral on a stray hold — and unless something on that cat or in that shelter's file says she belongs to a managed colony, the default outcome for an unsocialized cat is not adoption.
At some facilities, as many as 70 percent of feline admissions are euthanized, and community cats make up a large share of those deaths.1 The cat's odds don't depend on how much you love her. They depend on whether you made her traceable before the day someone put her in a carrier. This is how you do that, in layers, so that no single failure ends with a phone call you don't want to get.
What Actually Happens When a Colony Cat Gets Impounded
A stray cat brought to a shelter goes onto a holding period — the window the law gives an owner to reclaim their animal before the shelter can adopt, transfer, or euthanize it. That window is short. It typically runs five to seven days and can be as little as 48 to 72 hours, and the exact length varies by state and even by county.2 For a friendly cat with a collar, that's usually enough time. For an unsocialized colony cat, the clock is working against you: she reads as feral, she doesn't show well to adopters, and in a crowded shelter that combination is exactly what puts a cat at the front of the euthanasia list.
Two gaps make it worse. First, most shelters are not legally required to scan for a microchip — only a handful of states mandate scanning on intake, so a chipped cat can still slip through if no one runs a scanner over her.2 Second, in many jurisdictions the holding-period clock doesn't stop or restart just because the cat has an eartip; if nobody connects her to your colony, she moves through the system on the standard timeline like any other stray. Your job is to plant enough flags that someone at that shelter pauses and makes a call instead of processing her through.
Layer 1: The Eartip Is Your First and Cheapest Flag
The eartip is the universal, visible-from-a-distance sign that a cat has been through TNR — sterilized, vaccinated, and part of a managed situation.3 It's the surgical removal of the top roughly one centimeter (about three-eighths of an inch) of the left ear, done under the same anesthesia as the spay or neuter, so it costs the cat nothing extra and it never wears off, falls off, or needs a battery.3
Its whole value is that anyone — a caregiver, a vet tech, an animal control officer — can look at the cat and know she has an outdoor home, which is exactly what can stop an unsocialized cat from being admitted and killed as an ownerless stray.3 In communities with modern community-cat ordinances, eartipped cats are often explicitly exempt from licensing and running-at-large rules, which means the right move for an officer who picks one up is to put her back, not book her in.4
So the first rule is simple and non-negotiable: every cat your project fixes gets tipped, every time, no exceptions. The eartip is the only piece of ID that works at twenty feet on a cat you'll never touch again. But it has a limit — it tells the world the cat was fixed, not whose colony she belongs to or who to call. That's what the next layers are for.
Layer 2: A Microchip Registered to Your Group
An eartip says "somebody cared." A microchip says "call this number." The difference in outcomes is stark: microchipped cats brought to shelters as strays are reunited with a household at a rate of roughly 38 percent, versus under 2 percent for cats without a chip.5 A chip is the thing that turns "unowned feral" into "return this one to her caretaker."
For a TNR project, the smart move is to register chips to your organization rather than to individual volunteers. Several microchip companies now sell chips pre-registered to the group buying them, which keeps them cheaper — but the tradeoff is that the company isn't holding the details, so you have to keep the records: which cat got which chip number, and which colony she lives at.5 That database is the entire point. A chip with no current, reachable information behind it is a dead end, and so is a chip nobody scans. National groups like Alley Cat Allies now routinely microchip the cats in the TNR efforts they run precisely because they kept running into places where an eartip alone wasn't enough to get a cat home — and they pair it with a push to make scanning routine, because a chip only saves a life if someone actually reads it.5
Is chipping every cat worth the cost? Not every project can afford it, and that's a real budget call — some large programs skip it to sterilize more cats instead.5 But for the friendly, adoptable-looking cats in your colony — the ones most likely to be "rescued" by a stranger — a chip registered to your group is the cheapest insurance you can buy against a shelter making the wrong decision on a short clock.
Layer 3: Get Your Colony on the Record Before There's a Crisis
The worst time to introduce yourself to your local shelter is the day they're holding one of your cats. Do it now, cold, before anything goes wrong.
Call your municipal shelter or animal control and ask two questions: what is the holding period for a stray cat here, and do you have a return-to-field or community-cat program? Return-to-field programs divert healthy community cats out of the intake-and-hold pipeline and back to their territory instead of onto the euthanasia timeline, and the results where they run are dramatic — one multi-shelter study across diverse communities found a median 83 percent drop in feline euthanasia, and individual programs have cut it by 84 percent or more.6 If your shelter has one of these programs, get your name and your colonies into it. If it doesn't, ask to be listed as the caretaker contact for cats that come in eartipped from your feeding locations, so staff know there's someone to call.
Knowing your local holding period ahead of time isn't trivia — it's the countdown you'll be racing against if a cat ever does come in, and it tells you how fast you have to move.2
Layer 4: Keep a Caretaker Record You Can Hand Over
The final layer is the paperwork that proves the cat is yours to reclaim. You don't need anything fancy, but you need it to exist before you're panicking.
For each colony, keep a simple file: the location, the property owner or manager's written permission to feed and manage cats there, and a roster of the cats with photos, eartip status, microchip numbers, and vaccination dates. When several cats in a colony look alike — three gray tabbies, two black cats — a chip number and a clear photo are what let a shelter confirm they've got your specific cat and not a stranger's.5 A dated photo log also quietly establishes that these are managed, cared-for animals rather than abandoned ones, which matters in jurisdictions where caretaker status carries legal weight.
